His name is Sanford Wallace, and those who fight against unsolicited commercial e-mail consider him Internet enemy No. 1. Hackers have attacked his sites. Online services have tried to sue him. But still, junk e-mail messages from his Cyber Promotions continue to flow. His latest battle has been to keep his Internet connection.

If you have an e-mail account, you've probably already received your share of unsolicited messages advertising a product, service or business opportunity you want nothing to do with. Such messages have become known derisively as "spam." Those who send the messages are often treated with scorn, but defend the practice as a legitimate marketing technique protected by the First Amendment. But spam-haters are beginning to fight back on their own, and are gaining some allies in the nation's capital.
